Im planning on getting a 13th gen Intel cpu with a b660 motherboard and would need to do a bios update without a cpu, ram or gpu. Does it work everytime? Is it a safe buying option to do this?

More reliable than flashing from the BIOS and WAY more reliable than flashing using any kind of desktop utility. What is your board model, because most non Z boards do not have BIOS flashback (ASUS) or an equivalent technology. That is usually reserved for Z boards.

Planning on getting a b660m gaming x ddr4 gigabyte board. They specify it has this feature.

Yes, it has Q-flash Plus, which is equivalent to BIOS flashback. Same type thing. Should be fine. Very reliable IF you familiarize yourself with the required steps and follow them.

Boards have been getting the necessary BIOS version to support the 13th Gen CPUs since the beginning of August, so if you buy the board through a major online retailer there's at least a moderately good chance it will already come with the required BIOS version installed and if not, well then it's not a big deal to update via Q-flash plus.
