How should I go about replacing my boot drive with another SSD that doesn't have windows yet? (I only have one M.2 slot)

Should I download windows to my HDD and then just download windows on my new SSD?

Buy a samsung ssd.
Put it and your OS drive in another PC (not as OS drive). Use Samsung's migration software to clone the SSD from the HDD.
The SSD has to be big enough to fit all the data from your old OS drive.

You can do some other brands too - using Acronis.
