You can find numerous overclocking guides on the internet through youtube and forums. I'm not experienced with GPU overclocking, but I can tell you from other experience, never go over the top, and make sure you have spare time.
A general rule of thumb for ANY type of overclocking is test, test, test, test. Trial and error if you like! As much as we'd all like it to be, overclocking is not quick and easy. It's a delicate, long and boring process (unless you're lucky). Remember, no two chips are the same. Another GT 1030 maybe able to run higher speeds just fine while yours may crash.
If you're doing this with MSI after burner (as I would), make sure you have a stress test or benchmark downloaded. From experience, I would recommend AIDA64(trial) for its fantastic UI and simplicity. After each overclock (do it gradually), stress your GPU core for about 15-30minutes. This rules out any temperature issues and make sure it's running at a comfortable temperature, and I know it's long and boring, but you really don't want to mess around when it comes to overclocks, as the speed will be higher than the GPU was made to be.
