How test ATX power supply?

I need to decide wether a p/s works or not.
I don't have a dedicated tester but do have a multimeter.
Shouldn't the fan start etc when I connect the p/s to mains?
Somebody has suggested that the unit must be connected to the motherboard in order for it to 'start', is that so?
