That looks like a case fan to me. Notice the I/O shroud position relative to the fan.The picture was worth a thousand words.
Kudos for including it.
Remove the cooler fan.
Connect the 8 pin eps cable.
Then there are a couple of options:
1. What is the cpu cooler?
Leave the fan disconnected.
I assume the cooler has another front fan.
Most coolers do not lose much with a single fan.
2. Can you move the fan higher up on the cooler?
3. Dremel or a hot knife can cut away a bit of the obstructing part of the fan.
NopeI'd have just cut that corner off the fan frame so the EPS latch cleared. Nothing attaches to the tab on that side of the fan anyway.
Out of curiosity, is the fan in the pic mounted to a radiator? Looks like yes, based on the rubber/brass standoff in the pic for the CPU socket area.
