How to access and delete files on an HDD that has a UAC

Hello! I have 2 computers, One is a laptop and the other one is a desktop. My laptop got spilled by water and luckily i saved the HDD and RAM, My dad agreed to have it repaired abroad (I'm from Philippines). What I want to do is I want to delete some of the files and apps on the Laptop's HDD so that If my dad got it repaired He won't have to reinstall Windows again. When I plug in the laptop HDD on my desktop using an enclosure the UAC takes forever and I can't get access to the files in it. Particularly the C:\Users\my name part.

Hi sir! aren't there any special program that can run on windows? Btw can I use a flash drive for this LiveCD?

windows sees the other install and knows it didn't make it so wants the password to copy those files, + some of the contents of folder are hidden to the user, using linux would allow you acces to them all
