How to access installed programs on second drive through Control Panel

I have 2 drives installed in my computer. I boot from my SSD but I keep all my files on my HDD. Is there a way to access the programs on my HDD through my control panel?

I just wiped my hard drive and re-formatted it. The programs now appear in the control panel. It must of been because I had windows and user files installed on the drive.
