How to adjust the volume of windows apps

I have been playing forza horizon 3 and trying to play but talk in a party is just painful. The game is far too loud and i cannot hear my friends. I know there are apps for this but the ear trumpet one didn't work for me since i cant adjust forza horizon 3 just the party chat. Is there anything i can do? [OS = Windows 10]

If you right click the 'Sound' icon, and go to the Communications tab, try selecting "Do Nothing", and see if that helps.
