Question How to apply Fixed Multiplier for the CPU frequency?

Hi I get stutter in games that are 6-7 years old that shouldn't happen with the specs above.
I disabled Core Performance Boost and Global C State in Bios but still stutter. Im also on a AMD Ryzen Power Plan too in Windows.

So the question is how do I set a fix multiplier for my Ryzen 3200g APU on my ASUS Prime B450M-A motherboard to prevent the CPU frequency from jumping around like crazy while gaming?
How do I set the frequency from Dynamic to Static in Bios without the need of downloading and installing 3rd party software in Windows?
Or is this a known common problem with my motherboard that requires a Bios update in the future to fix? Will a Bios update reset my Bios settings to default?
Lastly will setting a fixed multiplier also involves tinkering with the voltages in Bios. If I set to just underclock no overclock then do voltages need to be changed?
I believe overclocking on a stock cooler increase temps that can cause throttling that can cause stutter however I haven't overclocked.

I even get random stuttering on Youtube! Build complete, with fresh install of win 10 including all the latest correct drivers/firmware installed, default settings out of the box so why should there be stuttering on a new build?

This gamer from youtube saying Frame Timing aka Frame Pacing is not at a constant pace causing stuttering. Is this true by default where all GPU's dont give out constant regular frame pacing?

Custom CPU core Ratio from Auto to Manual
CPU core ratio to whatever you want. As maximum boost frequency for 3400g is 4GHz, maximum multiplier should be no more than 40. Most likely no more than 38 -39, if stock cooler. Above 36 would already count as overclocking.

I just want to get rid of stuttering in my games. I dont mind even underclocking the cpu down to 35 from stock 36 if it helps stops stuttering.

Please help CPU Core Ratio setting is greyed out in my BIOS.

I have enabled DOCP for my Ram in BIOS to bring it up to advertised 3200 speed.

What to do next?

Unless it's overheating downclocking is not going to help, just may become worse. Just set multiplier to 36 or 38 and try.

Okay I set it to manual stock 36 but still get stuttering.

I even selected High Performance under Windows Power Plan settings but still get stuttering?

What can cause the stuttering😱?
