How to block sites?

I want to block sites cause i have a relative that streams movie in my computer. Is it possible to block google chrome from accessing my internet and at the same time being able to play games on steam? Or any alternatives where he wont be able to watch movies from any sites since they're all blocked. I'll manage to block every movie streaming sites just tell me how to do it.

On the firewall settings or parental control settings add the sites you wish to block.
