How to boot from a usb drive at front panel?

The boot order of the bios is set to 1. usb 2. internal hard drive

If I unplug all the external hard drives connected to the usb port at back, the system can boot from a usb flash drive inserted in the front panel port. But if the external hard drives are connected, the system is trying to boot from them, not from the usb flash drive at front panel.

Is there some way to set the booting sequence to choose from the front usb first?

My problem is having multiple usb ports (two at front, four at back), and how to boot from the usb port at front panel instead of the usb ports at back.
