how to build a windows 10 (AMD or INTEL) tablet on own at home

I want of build a windows 10 tablet
My idea:-

1)It should have AMD A8 or A10 processor or Intel
2) Ram 4-8gb
3)good screen
4) 64 GB internal storage
5) I want to play GTA 5 at 30 fps in low settings
So please help me ,
