Alright guys, i have a budget of $450. Im planning to buy a gaming pc to play for example GtaV, Outlast, some indie games like five nights at Freddies etc.
Ill most likely be playing on a Tv so 1080p of resolution is ok. Im trying to get good fps and little to no Lag.

It is my first time ever building a pc. I dont know what to buY.
Thanks in advance

Honestly, why not just get a PS4? It'll save you from the horribly optimized console ports and it integrates a blue ray player.

If you're dead set on a PC, here's a decent build for your budget:
PCPartPicker part list / Price breakdown by merchant

CPU: AMD Athlon X4 860K 3.7GHz Quad-Core Processor ($72.99 @ NCIX US)
Motherboard: Gigabyte GA-F2A88XM-D3H Micro ATX FM2+ Motherboard ($63.98 @ OutletPC)
Memory: *G.Skill Ripjaws X Series 8GB (2 x 4GB) DDR3-1600 Memory ($56.99 @ Newegg)
Storage: *Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive ($46.99 @ NCIX US)
Video Card: HIS Radeon R7 260X 1GB Video Card ($92.98 @ Newegg)

The GPU is the limiting factor here. EDIT: This should get you around 46 FPS, maybe 50 with a bit of OC:
