1) YES! It's illegal to burn ANY game, it's infringement of licensing laws!
2) I don't think it's possible to play a burned PS2 game for PC, because a. the programming language is not the same and b. the game does not recognize keyboard and mouse controls, PS3 maybe, but I'll then refer you to a.
