How to call from a payphone in Canada using a calling card to the USA free

If a person is going to be limited to pay phone only calls from Canada, but they want to stay in touch with people in the USA, what are their options?

I happen to have unlimited calling from USA to Canada, but the payphones either have the ringer turned off or they are set up to not take incoming calls. Cell phones and computer use are NOT allowed.

Get a calling card, although that is not free. You have unlimited calling probably on your cell or maybe your house phone. Those do not extend to pay phones.
