i have a 60hz tv display so i cant run games at higher than 60fps and i want to know how to cap my max refresh rate on my gpu so i don't stress my gpu as much.....i have a evga gtx 970 ftw

Code:

vsync reduces fps, thats why i dont use it

vsync caps your refresh rate to 60hz.

go into the games options and turn vsync on. this will lock your gpu to 60fps assuming the games you play run at higher than 60fps minimum.
you can also override the games vsync from the nvidia panel. it will do the same thing.
if your running a direct x based game you can also enable triple buffering to help smooth out and stuttering.
occasionally you will get a game that allows you to cap the fps in an ini/cfg file. probalem with this is the frames arnt as well timed so can lead to stutter and tearing.
syncing your screen with vsync is the only effective way.

if your having trouble staying over 60 fps then reduce things like motion blur in the game also dont use AA if your using post processing as the 2 will conflict and cause serious fps degradation. use 1 or the other in games like farcry3/4, bf3/4
doing so will stop vsync dropping your fps to 30 when your game cant manage a minimum of 60 fps.

crap , now im considering just leaving vsync off

You want to use adaptive vsync over the vsync game option. Vsync in game will solve your problem but also give you lower FPS and performance below 60 FPS at certain times. Whereas "adaptive" vsync will only initiate when you start to go above 60 FPS (or whatever your monitor refresh rate caps at), that way during the times you need all the performance out of your GPU you'll get it and won't dither below 60 FPS. To my knowledge only certain cards have adaptive vsync.
