Your "Private IP" is assigned by the WiFi network you're connected to. Inside your home (or any other place you have control over the router) you can do whatever you want. You can assign manual IP addresses for these networks.
But if you get Internet over 3G/4G network from your cell phone operator, you are up to what are his policies on that. Disabling / reenabling cellular internet might give you different IP address.
