When Skype is installed on your computer, by default its language is set to English. In most cases it is assumed that anyone who uses Skype has basic understanding of the English language. In your case, if you belong to a particular region and want to view the entire Skype interface in your local language, Skype allows you to do so.
As a Skype user, you can change the default language from English to anything else as per your personal preferences by choosing your language from the available list.

■On the Sign in interface, click the appropriate option to log-in either using Microsoft account or by your Skype Name.
■Assuming that you are using the Skype Name to log in, provide your login credentials in the appropriate fields, and click the Sign in button.
■Once the Skype interface opens up, click the Tools menu located at the menu bar.
■From the displayed list, click Options.
■On the Skype-Options interface, make sure that the General settings category is selected in the left pane.
■Click the Set program language to drop-down list from the right pane.
