How to charge for repair services?

Hi, I live in a small rural town of 8,000 people and I'm one of a small amount of people that repair computers and other devices. I usually travel to a person's house and troubleshoot and usually fix the problem there. Sometimes I bring the device back to my shop/house. I don't have a well established business and Im trying to figure out a reasonable way to charge people for services. Flat rate for traveling to their house? Then hourly? Or charge by the job? Like reinstalling an operating system, etc..

Troubleshooting should be an hourly rate.
Set tasks (Windows install/PC Upgrades) should have a set cost.
No cost for travel within 15 miles. Outside that depends on gas costs.
