How to check if components are new or used ?

As the title says.It might sound stupid to ask this question.Im curious is there a way to check if the components such as the graphic card,motherboard,processor,cooler are new or used on a brand new computer bought in a store.Ive never trusted them for some reason.

Stains, scratches, dust, original boxes and manuals, etc...

Best bet is to buy directly from renown websites.

Open up your case if you see anything particular you may think it's out of order.
