I noticed on my work PC that during a particular (restricted) time of the day, the speed/bandwidth of my internet is throttled down when visiting YouTube. This is evident by the slow load times for videos, especially at HD quality. However, after this restricted period of the day (usually after working hours) speed/bandwidth is restored and load times for HD videos are normalized.
I understand that this is done from the admin side but is there any way of checking the speed/bandwidth of a particular website to see what it is currently running at?
