How to check is motherboard is DOA?

I recently (actually 1 month and 3 days ago, so I can't use neweggs return policy) purchased an MSI Bazooka motherboard. After installing it and all of my parts (2 8GB GSkill ram sticks, i5-6600, RX-480) I plugged the thing in only to discover that nothing would light up. The power supply came with a tester, which, when connected, causes the fans to spin up, leading me to believe the power supply is not dead. However, when I plug it into the motherboard and turn it on, the fans don't spin up, and nothing lights up. Is there something I should do to check what might be wrong, or is my motherboard just DOA.

I've triple checked the cables to the motherboard, and I've removed the RX-480 and tried without it, nothing seems to make a difference.
 
Solution
Start with cpu+cpu cooler+one stick RAM+using the onboard iGPU, no HDD/SSD with OS, boot the PC. You may try either one of the RAM.
1) If the PC can boot, and you get no boot device error, then add the HDD/SSD with the OS, and do the rest like: Bench it - Troubleshooting http://www.tomshardware.com/faq/id-1753671/bench-troubleshooting.html
2) If the PC does not boot, so either cpu or MB has problem. And if you don't have other cpu/MB to test, either go to local PC shop as for help or contact MSI for RMA the MB.
