How to check Ram timing

Recently I bought DDR3 1600 4 * 4GB Rams, the manufacturer has mentioned the Ram timing as

9-9-9-24-2N

but the CPU-Z shows the timing as

11-11-11-28

Is anything wrong in my bios or am I check at the wrong place.

Nothing is wrong Prdp Tighter Timings can work OK with maybe a slight increase in Dram Voltage. (small steps of .01V to get stability and check your RAM temperatures)
You can adjust for tighter timings in Bios in Dram Timing Control.
2N is the Command rate so try 9-9-9-24 @1T or 1N for slightly improved performance and see how you go.

In the BIOS make sure XMP is enabled. That should set it to the rated 9-9-9-24.
