How to clean install Windows 7 ISO from a bootable USB 2.0 port stick on a blank Dell Latitude

I am trying to clean install Windows 7 on a blank Dell Latitude laptop from a bootable USB plugged in 2.0 port that has a Win 7 ISO.

Tried various options indicated in your forum, but no go. So please help.

Using Diskpart, I can see

Disk 0 - my 60 GB Dell Latitude HDD
DISK 1 - my USB Stick to install windows 7

I'm getting "Setup was unable to create a new system partition" error.

Can you please explain how to fix this error?

what are your system specs? how old? 60GB HDD?

Your USB must be prepared with special Microsoft tool. But...
YOu will be left with less than a half of that space after Windows installation, and you need at least 1GB of RAM for "smooth" operation.

Latitudes used to have 60gb hard drives ages ago. Макe sure your hardware is on par with WIndows 7.

Dell Latidude D820 I bought in 2008 from Dell, came with Windows Vista x64 OEM, but have misplaced the CD. A few months back, had installed Win 8.1 Pro X64, worked great, loved it.
But monkeying around with a newer Win 8.1 x64 Enterprise Retail had me reformat my HDD for a clean install. I didn't do a backup - was overconfident it will work. But that ISO did not install, so got stuck with a blank laptop and no CD. Now Win 8.1 Pro x64 ISO USB won't install on a blank laptop using USB 2.0.
I used Rufus 1.49 (latest) to make my 16GB USB bootable.

My laptop specs:
Core Duo T7200 CPU, 667MHz front side bus, 2MB L2 cache
2GB SDRAM expandable upto 4GB
60GB hard disk @ 5400RPM (SATA from Fujitsu)
Dell Wireless 1390 WLAN (802.11b/g 54Mbps) Mini Card (Broadcom)
NVIDIA Quadro NVS 120 graphics solution with 512MB TurboCache

Is it that I am installing the OS from USB causing the error "Setup was unable to create a new system partition". Please help me. Thank each one of you in advance. I love this site. It's great.

tell me in detail.where are you getting in this message.
while making partitions??
how many partition u already have and are you having data on those???
remember:u can only create partittion from a drive that has been "formatted and deleted"(no drive "e. c: d: f:"etc letter associated to it) i.e. there should be "unallocated space" written on it.
