A dry brush and airflow would be my recommendation. Getting it wet only promotes rust and creation of "mud" from dust. A dry paint brush and vacuum cleaner should be all that is required.

It might be overkill but i use a small steam cleaner and rags to collect any excess moisture from being blown out with can of compressed air.
I do this to radiator only outside the case with pump still attached.
Then brush fans and blow them and reinstall.
