How to close port 80 windows xp

Do you mean you want to block port 80 and not allow users to access the Internet? If so, then that must be done in the Windows firewall or at your router.

Or do you mean port 80 is open and you want to close it? If so, then you need to stop the software that has opened up port 80.

Yeah, Port 80 is open and I want to close it. But I can't find which software is using it. I have already typed netstat -aon in cmd but I can't find which software is using port 80. There is some software using it with PID 0 but I'm not sure which software is using it. I have even tried to reset my router to factory settings, but it still didn't work.

Well, port 80 is not open!

When you see a remote port in TIME_WAIT it means that YOU recently were connected to a remote computer and the connection has been closed. The connection is briefly kept alive in case any stray packets still come in from the remote computer.
