I have two folders, one is in a HDD the other is in another HDD. How can I compare the two Folders to verify if they are identical in filenames, number of files, file/folder structure and total size of folder?

Software of some fancy Dos command, whatever will do.

Thanks for reading/helping out

use software like Total Commander or Beyond Compare 4, they can both sync. Beyond Compare is fantastic. not free, but the best compare and sync I've ever used. you can configure it as well so it can do really complete comparisons of binaries and whatnot

Beyond Compare can be downloaded and installed on all your machines for your use at one time, MAC, Linux and Windows. all platforms basically. totally worth the 60 bucks.

Total Commander, another of my favorite file managers is cheaper and very capable at syncing folders and even FTP sites so if you do web dev, you sync your dev to your test ftp and BAM, ready for testing the web product. You can use TC as long as you want with minor nag screen at load time of you just need it once in a while can live with that, you will be good for free.

here is what sycning dirs looks like
