How to completly uninstall Webroot?

I've used Webroot removal tools, IObit uninstall to uninstall Webroot. There are still WRSA and other files still working on my Windows 7 Dell laptop.

I tried your suggestion to uninstall in safe mode and WSRA is still in my program files and is still monitoring my system warning me about spyware and others. It even removed some threats. My problem is that it said my service had expired. The monitoring on/off buttons are all off. That was why I was interested in uninstalling it. For some reason my system is still being monitored by Webroot.

I can't get through to Webroot support.
