how to configure huawei B315s-938 router for ftp

so i happen to have a huawei b315 router that has a usb port
when i plug in my hard drive
i can't see it anywhere even from my pc's browser
my routers ip address is typically 192.168.254.254
my pc ip address is 192.168.254.107
i type in the dhcp address from 192.168.254.100 to 110 the drive doesnt show up
and there is a setting where i can Configure a Virtual Server but i copied the example given cause the example was the default setting. it still wont show up

The drive would show up on router' IP address. But you have to configure the router to share that drive.
"Virtual server" usually means "port-forwarding".

I did not watch this video, but the title looks promising.
