I'm trying to find a cheap solution to be able to connect: Hard drive : SEAGATE - ST1200MM0088
to my desktop PC : Dell Tower 5810 with motherboard 0hhv7n.
A cheap solution would be to dump/sell the sas drive in favor of a conventional hdd or, better yet, a ssd.
Do not get enamored with the 10k spec, it is only marginally better than 7200 rpm.
Any 1tb ssd would be vastly faster and cost about $120.

Simple change from current drive to SSD is non an option. In the past I had MegaRAID SAS 9361-8i (turned on in AHCI - no raid), unfortunately one day it stopped working and right know I'm searching for CHEAP solution to be able to connect this driver(s) and copy data from it.
Why not just open up your case and attach the drive to power and data connectors which should be present.
If necessary, use the port on a temporarily unused drive.
Copy what you need and then remove it.
