How to control Bandwidth with Belkin N150 QoS?

I want to control the usage of Bandwidth and Priority of Data flow of my Internet shared using my Belkin N150 modem.
I want to set bandwidth of each specific user.And I need step by step Instructions for it.
Else alternately i need an software to control it.

You can't control per user or machine I.P, just overall by connection type.

I have 3 users one sharing the Desktop PC through Direct connection other two on WiFi . I am Trying to control the Bandwidth(Download rate) of the users in my WiFi network, as my Broadband offers me low download rate about 67 kbps only where if one watches videos others cant do anything, so i am trying to divide the Down rate for each users.

Why are you sharing through the Desktop?
Why aren't those other devices accessing the router directly, either wired or WiFi?
