However, LibreOffice opens ordinary PDFs in the Draw component. It's a bit difficult to move that into the Writer or Calc component. Although, a fair amount of editing can of course be done in Draw, and there's always copy/paste as there is from a PDF reader to Writer.

The biggest problem when opening a PDF generated elsewhere is fonts. If the file was not generated with fonts embedded, and anything even slightly unusual is present, it might not render as expected. That's been a problem forever. People who do this for a living know about it and embed the fonts, or use fonts that are commonly installed or open-source.

As for Word to PDF, literally anything can do that. No special software is needed. If it's not a built-in option (LibreOffice has that, with the ability to create several forms of PDF including a Hybrid option that includes the ODF file for future editing). Windows includes a Print to PDF driver that any software including Word can use: simply choose Print then the Print to PDF "printer." The main issue might that some print shops might still balk (they have no reason to, but some do) at getting a PDF that was not generated by a Adobe product (the software that generated the PDF is identified in a required header in the file).
