Question how to convert bootable floppy to bootable cd

I looked around and there were some things but they were outdated I saw one that can use nero but I can't find out how to use it so I'm just wondering how you can convert a bootable floppy into a bootable cd

Last item in the link is how to make a bootable cd from a floppy image.
There is no outdated info for this since this is the way it has been done since the beginning, it's just that nero isn't as popular as it once was.

ImgBurn Build Mode
