I looked into TDP guide on Noctua website and saw 140W+ OC and on AMD side 220W

That's the minimum rating. If it will cool a 220W AMD CPU, it will cool your CPU. I don't know about 53'C but most Intel CPUs are generally very low temperature to begin with so I don't think that will be a problem.
I trust moderators so i will buy D15 if you approve to can cool 200W under 53c under load (100% CPU , 8h stability test)
Ofc , i don't want to expose my cpu to liquid leaking damage , but at noctua side still don't want to damage Mobo or socket cuz of 1.3KG heavy :/ What case you recommend me? (For proper cooling ) Can i place this on D15?
That's false. The mounting brackets of these coolers are designed to offset the weight of the heat sink so it doesn't damage your motherboard. I don't know where you are getting this information from, but whoever told you that is completely incorrect.
What is the purpose of this build? Why do you need a $1700 CPU and that much RAM? What are you planning to do with this rig?
