How to create a network?

How do I setup a network so I can connect my android cell phone and dell laptop? Not to computer literate so please be as clear as possible.

If your phone came with a USB/Charging cable like this one, there's no need to create a network. Just connect the phone to the laptop via USB (you may need to install drivers onto the laptop) and the phone then acts like an external hard drive.

My charger cable does not unplug from the power plug. I guess I should get a cable so I do not have to figure out all about networks until something else comes up.
