Should I just delete all of DirectX and reinstall? If so please tell me if there is a way to uninstall it simply, is it just in the control panel under uninstall a program?

To delete any file under "TRUSTED INSTALLER" you need to change your system permissions.
In windows Some files have the Admin as "Trusted Installer" even though you are an administrator.
You can go through this video (https://www.youtube.com/watch?v=rGGImf6_S9Y).This is the simplest way.
once you have gained Full Access. You can delete Whatever file you Want.
