Question How to diagnose if problems are caused by a CPU issue?

I've Googled the issues, and I can't be for certain. Sometimes my laptop will 'lock' when I'm doing something and power down. Sometimes it doesn't play my videos I'm watching, I'll hear sound but the video wont play. Sometimes the audio won't sync up with what the person in the video is saying, like their lips will move but the audio will be a second or less behind. Other times my games or streams I'm watching the video will 'stutter' Sometimes when I'm using my touchpad the cursor won't 'freeze' on screen, but damn near close. It becomes almost unresponsive it moves so slow, and then it usually becomes FAR too responsive for a few seconds.

Is there a method I can use to diagnose what the issue is?

Gaming Laptop,: ASUS ROG GL702VS

CPU: Intel i7-7700HQ @ 2.80GHz

GPU: 1070

SSD: 512GB
 
Are you overclocking the RAM (XMP), the GPU or the CPU? If so try setting the machine back to normal speed.

try running Crystaldiskinfo on ssd (blue icons) - https://crystalmark.info/en/ - it will auto scan drive.

i don't think many laptops let you overclock them?
I tried downloading that Intel thing, of all the dozens of processors listed, mine wasn't lol
