How to disable AMD Cool n Quiet?

At one point, while I was in the bios of my MSI X470 Gaming Plus, this setting enabled when I saved my settings. And now whether the actual bios setting says enabled or disabled for it, it is always on. My R5 2600 used to be locked on 4GHz, but now it goes really low and reduced my Cinebench score by around 500. What should I do to disable it?

Windows ? Try High performance in Power options.

In BIOS... the OC section...CPU Features sub-section lies the Cool-n-Quiet setting. If it's going really low to like 800Mhz it could be something else is throttling. For chasing benchmarks you should also make sure C-States are disabled, current limits and EDC limits are relaxed.

Thank you for all your helpful suggestions - I managed to overcome it via enabling and disabling Cool n Quiet between restarts. Now it's back to a steady 4GHz. Thanks everyone!
