How to disable CD Burning?

Is it possible to disable CD Burning in XP Pro? I want to allow use of the
cd-rom drive for my users, but they should not be allowed to use that drive
for burning.

Is there a Service that will take care of this without troubling any other
operations? I see one called ATAPI that may be the one I'm looking to
disable.
