How to disable cheat codes in vice city entirely?

I have GTA : Vice City game installed from disc. I just want to disable the cheat codes forever in the game play. (Just to know that if I could.)

I had searched the web to see if I could. But I couldn't find anything.
Please help

I'm not sure you can turn them off entirely.

If you want to get 100%, don't save with the cheat ON.
Restart your console and they'll be gone and don't turn them on next time.


Aside from that, no other option i'm afraid.
