How to disable Intel SpeedStep?

Hello
I use HP 650 Notebook PC and it has Intel Core i3-2348M CPU @ 2.30GHz but it's not running at this speed.
I think my PC will be faster if I disabled Intel SpeedStep.

You can check in Power options - Choose Advanced Power settings and see if you can adjust the setting there.

Leave speedstep on, it is designed to run as low as it can depending on the apps you are running, run prime95 and you will see it ramp up cpu to 2.3GHz.
