how to disable "microsoft compatibility telemetry" in Windows 8

I too have the same problem with the "microsoft compatibility telemetry" app/function (but using Win 8, Office 10) and this problem just started recently. Task Manager shows this app running 25% or more of the CPU constantly and it seems to ramp up other microsoft apps (e.g., File Explorer pops to 25-30% CPU) so that, all together, my CPU is constantly running at 85-97% (in the red). I've been wondering why my PC's been so sluggish lately, and this telemetry app/function seems to be the culprit.

So I finally killed the "microsoft compatibility telemetry" app via Task Manager -- it was the ONLY change I made -- and now, voila!, my CPU's been purring along at 7-9% for the past 30 minutes while I've been surfing the web, trying to find a way to disable this cockamamie thing.

Does anyone know how to kill it for good? Or is the only workaround just killing it in Task Manager at every startup?
