How to disable the 'Set time automatically' feature in Windows 10 via registry ?

The 'Set time automatically' feature in Windows 10 causes wrong time and date after a cold boot. Then I turned it off and set the correct time. After that, just to check, I turned the setting ON and the date again shifted back to Nov 12 2015 or so. I want to create a boot disk with this setting disabled using Setupcomplete.cmd. For that I require a registry setting. Pls help.
