How to disable VSync in skyrim?

So for some reason, lenovo decided to do a 48hz refresh rate cap for the 4k / UHD Y50-70, however they told me they will release a fix anytime soon, however, i have everything maxed out on skyrim but when i used fraps to check fps i found it was 48, i tried going into the skyrim pref txt and changed iPresentInterval=1 to iPresentInterval=0 no effect, went to nvidia control panel and disable vsync for the game, still did nothing, I need help?
 
I know the v-sync option is turned off in an .ini file. You can use Google for instructions on how to disable it.

Access the SkyrimPrefs.ini again and add iPresentInterval=0 to the bottom of the [Display] section. This can improve a sluggish framerate and eliminate instances of mouse lag. Thanks to Tweak Guides for this one.

Be warned, FPS beyond 60 can cause serious physics issues, so a FPS cap is advisable.
 


I already said I did edit that, however I don't mind risking so.
