Solution
Your information isn't very clear.

Do you have a 1080P (1920 x 1080) resolution capable monitor? This would mean you have a NEW (last year or two) monitor with a widescreen aspect. (it's rectangular more than it is square).

1280 x 1024 sounds like a traditional (square like) older LCD or CRT monitor. So you'll need to clarify. If your monitor is only 1280 x 1024 you cannot go any higher than that, period.

If you do have a 1080P capable monitor, and the computer only allows you to SET 1280x1024 then you probably need to install the latest graphics drivers for your video card / integrated graphics chip.
You are saying that you got a 1920 x 1080 monitor. And your PC only has 1280 x1024 available in settings. Have you hooked up the monitor yet? If not try that since the computer should recognize it (plug and play) and make more settings available. If you have already hooked it up check whether you have a driver CD with the monitor.

You will need to install the driver for you graphics card. As far as I can see it looks like your computer has integrated VIA graphics. Can you confirm?
If it is VIA here is their download page. http://www.via.com.tw/en/support/drivers.jsp
