how to download the latest open gl?

I can't play minecraft because of the low version of open gl now WHERE CAN I FIND THE LATEST OPEN GL??????????!?!?!??!?!?!?!

Those files come with the video drivers that you get from Nvidia, AMD, or Intel as part of the install package. Try updating your video drivers to resolve the problem.
