I have a really high ping and I have been looking around the internet and it seems that I can increase my bandwith and it will help out but it turns out gpedit.msc is only on Windows 8 Pro Edition and im wondering if I can somehow enable it on Windows 8 Home Edition.

The gpedit tool only ships with Windows 8 Pro, and Windows 8.1 Pro. It cannot be enabled in Windows 8, or 8.1.
