I need to enable it to upgrade to Windows 11 and I would like to have more insight onto how secure boot actually works and if its something based off motherboard or drive as the way I'm installing Windows 11 is by installing a fully new SSD into my PC and then doing a fresh install.

I have a Ryzen 5600x if that matters.

Solution
before you enable secure boot, disable CSM compatibility mode first, then reboot and enter bios again, then enable secure boot

Is Secure Boot just a motherboard thing or does that alter something in the hardware? Asking because I know the TPM I used was AMD Firmware based and I'm going to swap in a fresh drive as boot drive soon.
secure boot is not a motherboard thing, its using TPM module, in your case firmware TPM is in your CPU, drive change has no effect on secure boot, all it does it checks your boot enviroment (signed efi boot files) if its clean and lock bios so it cant be tampered with, in case you will need to do bios update, you will need to disable secure boot to update it, once done it can be enabled again
