How to Ensure a SILENT build (or close to it)

I am in the process of buying a new PC, and I intend to make it as silent as possible (the fans on my current PC drive me mad). So, I would like to know which components will reduce noise.

In particular, I would like to request advice on:
1. HDDs
2. Coolers
3. Tower Cases
4. PSUs

the main thing which u can change for quiet sound are the coolers and the case
