How to enter bios mode?

If you just built a pic and want to download the windows 10 os onto it how would you get into the bios menu do you even need to be in the bios menu? I'm using a windows 10 os disc and my motherboard is asus z170-a, my cpu is Intel core i7-6700k

You can't download an OS onto a system without one, you need another working PC and flash drive.
Follow these instructions to make a a bootable windows 10 USB drive, you'll still need the BIOS though, you can enter it by constantly pressing the delete key or F12 (sometimes F2, but probably delete.

Can I not have it on a disc?

In BIOS, you'll need to set your boot device not to the hard drive, but to the CD drive you will use. Once the installation is completed, renter BIOS and set the boot device to the primary hard drive.
